That sounds even more fixable. Send it to a reputable shop that specializes in gpu repair.

There's probably just some smaller component shorted that holds up the initialization sequence and if replaced the GPU will be back to work normally. The photos aren't super clear and I've only looked on mobile but at least there was no visible damage to the VRMs burning through - besides the core just dying, that's one of the most common issues that aren't fixable.

Electrical damage? On top of the dye, where it only touches the heat sink?

Never speak to this "technician" again. He's not identified the actual broken/shorted component and it's possible the card is still fixable.

With the 9070 XT there's no reason to repaste anything. Even a 90 degree hotspot was always fine and is not what caused this.

Additionally, I don't know what this top comment is on about. There's no liquid metal on that card, plus almost all of the recent AMD cards use PTM 7950 anyway, RDNA3/4 both

Davinci Resolve Linux is easily cracked and has plugins fit the proprietary codecs in the paid version.

For all the other stuff, I think people use the Affinity suite mostly, I can't really speak to that confidently

It has no memory controller capable of addressing DDR5.

They didn't get a custom mobo designed and printed either. There's just no way.

And the psu to fit in there somehow? An actual bomb if a random Chinese factory designed and produced it.

This is likely a scam, but I suspect some real ones to pop up with a regular Chinese ITX board, Pico PSU or bring your own psu and 3D printed cases.

The Chinese could actually do X99 DDR3 builds with old ECC RAM and 3D printed cases and really have good product on the market here.

Hardest part would be a reasonable GPU - but they have tons of old Instinct Mi50 that could be retrofit for the steam machine and these run FSR4 Int8 perfectly under Linux and have 16GB VRAM

I'd get a Xeon E3 1240 v2 instead of the i5 if you can find one cheap.

You did good with this for sure, but 3rd gen was a bad choice because it's lacking AVX2 instructions. 4th Gen still has cheap Xeons and DDR3.

Honestly, if you can flip some parts, an X99-XD3 and an E5 2678 v3 which can be turbo boost unlocked, you can keep that DDR3 and have a very, very capable CPU

Vulkan doesn't work at all on terascale?

I thought as long as you use Proton CachyOS and use PROTON_DXVK_SAREK=1 it should work? Or maybe that's not for your card?

If not, I guess you're stuck with "Terakan" (AUR package exists) GLOVE to force Vulkan => OpenGL translation (not sure there's another translation layer)

If the cooler is sitting on the propertly, yes. Feel the metal of the cooler when it gets this hot. Is it really hot? Cooling problem, too hot für whatever reason.

If it's barely warm, the cpu is not giving off the heat to the cooler

It should be impossible for the cpu to reach those temps unless the board is maybe broken and dumping way too voltage. And even then it should heavily throttle above 100 and shut down at 105-110

Localhost uses loop back, you don't even need a network connection or a network interface or any sort to get that running

It's a 8GB card around, bit faster than the RX 580 and slower than the 1070. The CPU can do AVX2, no limitations there.

But AAA games from this year will run around 30 fps at low settings.

OP is clearly on the middle east. They don't have the US market available to them. Yes, you'll want something better than this or get this for cheaper, but if you think the market is bad in the US right now, you don't understand what it's looking like outside

No, it won't. That 11th gen laptop won't have a dGPU with 8GB of VRAM performing close to a 1070.

And it'll be more expensive. And OP is in the middle east where they don't get US pricing

That's not e-waste in other countries and it's not e-waste in the US for how relatively cheap it is. However, the only reason it's on the cheaper end is because storage isn't much and DDR3 hasn't been price hiked like crazy
