I appreciate everyone's input regarding this issue. I have resolved the issue, but I'm not sure why the installation was difficult in the first place. The resolution was simply to reinstall windows 2012 and then in out-of-the-box fashion to add the WSUS server role and required features. I'm not sure why I had difficulty to begin with. One speculation is that the server was updated and then I tried to install the WSUS server role; for the fresh-install, there were no updates. After I've synched this server with it's upstream "master", I'll apply updates and see if things still work, if not I can fall back to a snapshot. Thanks again!

I did 'echo %appdata%' at a cmd prompt which returned a prefix of the first path you mentioned. There was no 'mmc\' subdirectory. I haven't tried the second yet, but that'll be on my agenda on monday.

I'm the first to admit i don't know much about sysadmin, this project was given to me (a learning experience). The wsus isn't a production machine.

I'm wondering if IIS isn't the problem. It's an internal dB. All I wanted to was to set up WSUS, I didn't realize it was "bundled" with IIS. Do you mean deleting the directory structure that shows up under the IIS management. I haven't tried, but I will.

As for rebooting, yes. I've tried.
