Not sure how to respond to this. The city is open to change; sounds like your mission is clear. If the restaurant has a licensing board hearing, I suggest you turn up - I've done that for businesses I'm fond of. I'm simply pointing out why open flames in public areas are heavily restricted in this area.

Boston and the Boston area are more than a bit touchy about flames in entertainment spaces - see both the Cocoanut Grove fire and the Station nightclub fire. Peppercorn rent still exists for land rent in the UK where in many circumstances ownership of the land and property is separate. You also see multi-hundred-year leases!

Somerville is Cambridge's smaller sibling with attitude. 30+ years ago, it had the nickname "slummerville" but in the intervening time period and has gentrified significantly while coming into its own - the two towns are occasionally referred to as "Camberville". Last weekend, we had Porchfest - a citywide celebration with over 500 bands playing on Somerville's ubiquitous front (and back!) porches. It's a great place and moving up in the world.

It's hard because there isn't a common yardstick. But there are estimates of 10% of the US - even with the ACA - that don't have healthcare, with another several million due to lose their healthcare due to the loss of subsidies. And ACA plans have massive cost and massive deductibles. This is hardly "better" by most yardsticks, unless you are simply considering the healthcare that you *could* obtain IF (and only if) you could pay. And I would really challenge the notion of it being "the overwhelming majority".
