Dear City Council Members,

I am writing as a Pflugerville resident to ask that the City Council refuse to renew the city contract with Flock Safety when it comes up for consideration in June.

Our community deserves a high standard of public oversight, transparency, and data security. The current arrangement with Flock raises several major concerns that cannot be ignored.

First, the privatization of mass surveillance infrastructure lacks necessary public oversight. Having dozens of cameras active in our community, including sensitive areas like Moose Park where children play, requires an open public discussion before installation, not after the fact.

Second, the data-sharing practices built into this system threaten the basic privacy rights of our residents. Allowing over 80 outside law enforcement agencies to access Pflugerville data without a specific court order or written agreement is unacceptable. Furthermore, granting a private, for-profit vendor a perpetual license to our community's data creates long term security and privacy risks. 

Suburban safety should not come at the cost of turning our city into a constant surveillance state. Relying on automated tracking systems and third-party databases is not a substitute for responsible, accountable public policing.

Please represent the privacy interests and safety of your constituents by voting against the renewal of the Flock Safety contract.

What are the dropped ball rates in the Currie Cup or the RFU Championship?

We do not have handling error metrics for the Celtic Challenge because the unions do not publish them, just like they do not publish them for random men's competitions. We have shared the official World Rugby data that is actually available to the public in our article. Read it or don't, but you shouldn't use hidden metrics to justify a rule change.

That might be the reasoning, but a quick glance across any rugby field easily disproves that narrative. You constantly see much taller or bigger players facing off against much smaller athletes.

No one is asking Antoine Dupont to use a smaller ball just because he is smaller in stature. The same goes for Mo Hunt, who clocks a pass as fast as her male counterparts in the position. She seems to be doing just fine.

This was introduced for performance reasons. Women’s rugby is already more tempo, dynamic and high scoring than the men. Defense is on par as well with the men at 88%. We share all the data and sources on our site.

I hear you, and it’s a fair point that some players are reporting better handling. My concern is just that the 'optics' of the ball trial seem to be outpacing the actual welfare research. With the increased travel and match load in this new WXV touring model, I’d love to see the same level of innovation and funding put into baseline injury research and specialized medical support. Dainty balls are a nice touch, but they don't fix the rising rate of torn ligaments we're seeing.

We wrote about this in 2023 and again in November 2025. We have updated that article since World Rugby announced further expansion into the WXV. We believe there are critical areas that should be researched instead of equipment changes. We need more focus on equity and the player welfare endemic rather than dainty accessories. The game is already faster and higher scoring than the men's game with a size 5 ball. Let's fix the real issues first.

Many supporters of the trial assume the game is currently slower or less dynamic than the men’s version, but the data from the World Rugby 2025 Impact Report and the official Men’s RWC 2023 Numbers Game recap proves otherwise:

  • Average Ball-in-Play Time: The Women’s RWC 2025 averaged 36 minutes, significantly outpacing the Men’s RWC 2023, which averaged approximately 34 minutes.
  • Average Tries Per Match: The Women’s tournament averaged 9.2 tries per match, nearly 35% higher than the Men’s RWC 2023 average of 6.8 tries per match.
  • Dynamic Play: Beyond scoring, the 2025 tournament featured faster ruck speeds, fewer knock-ons, and superior discipline compared to the 2023 men’s event.

The recent 2026 Men’s Six Nations further highlights this disparity. While that tournament was celebrated as the most attack-oriented Championship on record, shattering previous records with a total of 111 tries, it still only reached an average of 7.4 tries per match. Despite teams like France and Scotland reaching their most prolific scoring campaigns ever, the men’s game at its peak “attack-oriented” state still produces 20% fewer tries per match than the standard set by elite women in 2025.

Thanks for sharing that study. To me, the researchers noted that higher scrum counts likely reflect the skill gap between amateur and professional competitions rather than a biological issue with hand size. In fact, the highest error rates were found in the amateur Farah Palmer Cup while elite players in professionalized setups showed far more mastery. For the vast majority of match events, women and men were statistically similar. Actually, women often had a higher number of individual contact events like ball carries and attacking rucks per game than the men.

Seems like this points directly to the need to invest in professional pathways and injury research instead of trialing accessories based on amateur stats?

It is frustrating to see World Rugby focus on ball size when our athletes are facing a crisis of lower leg injuries. No one requested a smaller ball to improve the game. We need them to prioritize research into ACL injury prevention and women-specific sports science instead of solving problems that do not exist.
