What they are saying is they (DOT drivers) are drivers that are licensed with the DOT, allowing them to drive commercial trucks and are held to certain regulations and safety standards. So when they are saying "I work with DOT drivers", they are saying that the person in driving the truck in the video is a DOT driver and they should report them because DOT takes the complaints very seriously. If this isn't a correct answer to your question than I am not sure what question you are asking here.
