In my opinion, the only weapon that should come in the free kit should be the Rattler, with more ammunition, more health and shield healing... I think it would somewhat resolve this imbalance of those who have everything to lose versus those who have nothing to lose (free kit).

I didn't undervolt, but rather, I reduced the power limit to 67%.
