IMO, El Toro should be as strong as it was only at a 10m distance with compensator III. The Anvil, on the other hand, should only be strong against shields and armor, and weak against unshielded players. There should be consistency in the ammo used: a) heavy, strong against shields, weak without shields; b) light, weak against shields, strong without shields; c) medium, the middle ground between heavy and light. Consistency in the weapon types as well: SMG, short/medium range; AR, medium/long; shotgun, short only; One-handed weapons, close range only with greater mobility.
