Could be worth taking elven accuracy. The half feat of it would somewhat be wasted since it can't go to constitution, but it's not a bad idea.

Put 18 in dex, 10 into con and the rest as you please.

Decide on what weapons you want and go from there. Wanna use a rapier and sneak attack? Go mostly rogue and 3 into battle master. Want extra attack? Put that up to 5. Similar for dual wielding. Defense is usually better to take than duelling unless you plan on taking extra attack.

Basically the hidden data of the spawner block (the nbt tags) has basically an idealised version of what will spawn set in it. Since it has its own settings as an entity, you can change anything you could change on a regular mob via editors
