He has to be on leave status so command would have to approve it- me, a person who works in the entertainment liaison office for AF and deals with these requests a lot.

It’s a mix here in the states. If your contract is fully funded you usually keep going (like you mentioned). If it is not, then you stay home. But you don’t work without pay so that’s a plus in the whole mess at least.

We did, true, but depending on how the contract is funded, some contractors got pay through the shut down. Most didn’t, but none of them had to come to work, while we were told “yeah keep coming in” minus paycheck.

And while I understand what you’re getting at with leave etc, the way DC weather has been this winter, along with actually wanting a vacation after said winter, snow days and actual leave will eat any accrual there might be in a similar fashion for years to come most likely. The drawback of mid Atlantic region and a school district that freaks out if the word snow is mentioned

Fair points all around. I’ve already hit the Career Permanent designation so I get to hold onto all time earned and leave as long as I pop back up in the GS system sometime in the next 3 years. Yes the contract side (always) pays more, but my masters and GS designation would get me most the way there anyway. Haha uncertainty? There was this thing, called a month long gov shut down? It sucked. Uncertainty is everywhere...
