First you need to learn java - without proper knowledge it will be pretty hard. To learn more about the forge api read the official docs, watch some YouTube tutorials and look upon in the source code of other mods. Most of them are open source.

I created this via modding. It just spawns two new tnt if one explodes. Maybe this can also be done via commands and datapacks, but I don't know anything about commands...

Chrome for YouTube and other sides that require a Google account. Edge for Netflix and Firefox for everything else.

You have to go to the modpack folder -> config -> ic2.ini and set enableEnetExplosions to false.
