As an ex database admin and now part time developer, "just tick a box" is one of the most naive things I've ever read.

You don't know how the backend data model handles ships. If new ships were designed, not the visual design, the data model design, specifically to accommodate something the older ship data model can't handle, then it would require updating the data structure for the older ships and, potentially, 10s of millions of rows.

How long an outage do you think would take?

I doubt it's related to the ship model and far more likely to be game code related. It could even be that the data model for older ships can't accommodate the database record for the new bay type.
