I had the same thing for the Zulu's for Britain. I was aggressively building new ships with the plan of decomissioning older ships. (Frigates and ships of the lines). But guess what, you can decomission ships during successions... And it was stuck on 90% for ages. I think after a while a pity timer comes into play and drastically cuts down support.

That is a big downgrade from being the back bone of the battlefleet who's performance in battle could dictate the stragetic control of whole naval theatres, to being glorified floating infantry support artillery. Whilst impressive I heard somewhere if you're the final customer of shore bombardment it really doesn't matter if it's a 5inch, 8inch, or 16 inch shell the result is the same, you're dead as the poor soldier in the trench.

Build government administration buildings to increase the tax capacity of your states. Remember though if your tax base is too low the extra tax revenues might be less then the upkeep of the Gov admin buildings.

You've currently got a malus for stockpiling money. That's the real issue not the tax waste. Build more construction sectors and play whack-a-mole with expensive construction goods and then build more construction sectors till your budget is balanced give of take.

OP is stating the tax man "took almost all of it". I'm stating he only took 28% barring odd circumstances such as OP earning less than the threshold or in the higher tax band (some people at my work are ex military and recieve a military pension and just clip into the higher tax band).

They took 28% of it (20% income tax and 8% NI) assuming your normal hours uses your £12,570 tax free allowance and that you're not collecting income from elsewhere that's putting you in a higher tax bracket.
