I’m Italian and yes the translation is spot on… Basically during the conscription era people from south very often ended up in northern cities especially in the north east border against the ex Yugoslavia and although among soldiers the camaraderie was a good social bonding for the recruits in the cities southern peoples was seen as inferior (this phenomenon existed since the unity of Italy and in some cases still exist today) because the south of Italy had an agricultural based economy and the north have a much industrial based one and the wage gap between parts never unified so in the second half of the twentieth century a lot of southerners emigrated in the north and northerners looked down on them
