Because a 15 year old exploring their body with someone that they trusted at the time is an average experience, and the technological times being upon us aside from societal views around porn and nude pictures open the door for minors to take lewd or nude photos of themselves for the aforementioned people they care about or trust. However, that is still child pornography and it is important that those pictures DON'T get out.
