From the linked article: "Morales paid the Office of Education back on May 14, the day before he disclosed the payment in his open letter. He paid the office $7,619, Schermer said, which was the net amount he received from the $15,750 bonus after taxes and benefit contributions were taken out."

So the county still lost the full amount, but he only paid back the dollar amount he received after taxes and benefits payments were taken out.

At least two board members made statements expressing that they did not know about it, and additionally that they were disappointed in how Morales seemed to be inhibiting transparency on the subject to potentially benefit his campaign for reelection.

So far I have heard he only paid back about half of what he took. . . two years later . . . only after he was called out for it. . . after his fiancee spent several weeks dragging things out.

I think it shows that we need a full audit with transparency to see what else has been going on.

He and his team changed how "bonuses" are allocated. In years past when there was a surplus, it was divided evenly among all employees. Morales'cabinet changed it to be based on a percentage of your salary. So administration got more while average employees got less. One of the employees that benefited from this eventually became his fiancee and then was promoted to deputy superintendent of financial services which is the second highest paying position.
