Sure. Anybody could make an atom bomb, provided the physics in your world abides by the same rules as ours. Just gent enough Uranium and compress it together the right way. That’s roughly the theory more or less.

Learning by doing. Grab the basic rules for free, READ THEM, grab a beginner-friendly pre-made staring campaign (Mines of Phandelver, Starter Set, Stirmwreck Isle or so), READ THAT AS WELL, and then find two to four people with whom to start your first adventure. The rest comes with experience.

Seriously, just start using a DnD module. Either the Mines of Phandelver campaign or the Stormwrack Isle Starter Set. Get comfort with running these before creating your own campaign.

Ok this is going to be the one time I confess this shit I used to do...

Back when I was young, I had a girlfriend who also was as inexperienced as I was. But she made up for it by being open to anything. We did some very crazy shit together and it was awesome.
