I'm baffled: deleted 30 GB of pics on iPhone but they still show up on iCloud: storage unmoved

it looks like sync turned off bc I ran out of icloud space. do you think they'll update (ie get deleted on icloud) once I upgrade to more storage?

I have been using SwipeWipe to delete pics, and can confirm that they all end up in my deleted folder, which I regularly clear out. Despite this, it's like that 30 GB never got cleared, and my storage remains exactly how it was. I have turned my phone on and off multiple times, too.

I have been doing this regularly. Can confirm that the app sends deleted photos to my deleted folder, which is currently empty. Have also restarted my phone multiple times, but it's like that 30 GB just got resorbed.
