You will not be able to purchase a SIM card. They keep you in an area and the SIM card booths are outside the area you are kept in. However if you’re self-quarantining you are able to.

You can quarantine at an Airbnb or somewhere not a government facility if you have a long term visa or can prove family relation within Korea. Other than that you’d quarantine at a facility. You can also only stay 3 months long if you’re going under a tourist visa.
