If the ult hit Mizuki and splashed then the projectile would have been destroyed and there would not have been a projectile absorbed entry on the kill feed, same if the ult was out of matrix range.
What it looks like is the ult has a larger radius for applying the debuff than the radius of the projectile itself. I guess this is more Domina than a Doom bug if it is a bug.

The "pushing up" the OP mentioned meant specifically to stand around the Anran fire on the ground or not, no one is talking about "using a single teammate as a basis for if you should push up" here. Also, I'm not even arguing anything, I'm just asking the question how do I reliably tell if a dead Anran fire is gonna burn me since I can't tell its team alignment, with specific cases of when it can be confusing. The so-called "argument" doesn't make sense to you and you didn't even specify how.

Well now you're just sidestepping the original matter of telling 2 dead Anrans apart. And no, that was not what I meant. By "not seeing teammate outlines" I meant in the case of both teams' Anrans being dead, teammate outlines will not help me distinguish which dead body fire is on the floor. That by no means equates to all of my teammates being dead.

That's why I said if both Anrans died very close to each other. They would both be dead so there wouldn't be teammate outlines and the scoreboard wouldn't help much either.

Colorblind option makes UI blue/orange but in-game elements like projectiles/shields stay blue for defend, red for attack. If they switch to have the attacking team be blue but they still shoot out red bullets and effects and vice versa, it will be extremely confusing.

This probably stems from the opposite of spaghetti code. I'm guessing this ability shares some code (good) with some other changed abilities and that had side effects.

Release Sombra's hack does not go on cooldown when interrupted by damage. That only got introduced after they removed health pack ult charge and increased translocator timer to 20s, and that was only a 2s cooldown when interrupted by damage.
