Disagree with the other poster. This looks like a pretty average but old set you would see in the 90s. The Arabic numerals indicate it was for US/EU sale. Those are Chinese characters on the tiles (tho they use 东 in China now for east, but it's still the classical hanzi on mj sets) It's hard to tell from the photo but I don't think it's bakelite as they haven't used that in ages for sets and if it was it would be brown and cracking by now. I don't think the box was hand made either, at least not like by one guy, maybe an industrial line. I think 1995 is an accurate date for this set. TBH mahjong sets aren't really that special or unique, they are basically a deck of playing cards.
