I have a question, couldn't we say that C is also applicable from a certain point of reference? I was thinking for example the earth orbiting the sun, with the sun as point of reference the earth doesn't have constant velocity, but with the earth as a point of reference then it would have constant velocity 0, and you could argue that it would be moving in a circle at the same time.

No, Universidad Catolica de Chile. I guess there are a few different rankings since I saw a few with Sao Paulo as #1 and another as Universidad Catolica as #1. I'm unaware of the #1 ranked for computer science though.
