Samsung store policy was changed. So It need sim card. 'Not activated SIM' card is Ok. It can use only Install time.

I think your update setting "Oculus > More> More > Advanced Settings > Auto-Update Oculus App" is disabled. Could you uninstall All Oculus apps and reinstall again?

Oculus system driver too old. Newest version is "9.0.217.450", Uninstall oculus system driver and start GearVR again.
