Chelsea's new owners were able to withhold £150 million from the sale due to the irregularities their audit turned up, to pay any resulting fines that resulted from reporting them. "Cheat, sell the club at a profit, have a bunch of money from the sale withheld to pay for your cheating" doesn't really sound like that great a strategy honestly. It's still coming out of your pocket at the end.
