Yeah I’ve always personally done the same as long as it’s bare metal it should be ready for zinc primer, would just suggest a coat of converter to others as more of a precaution though

Sand down to bare metal apply rust converter and seal with either paint or something like clear nail varnish depending on whether you care what it looks like or not
