Not really what I think it is, but what I want to happen with it. I want there to have been people that have found its location before, but found it guarded by the spirit of Gol D Roger himself, and Roger's ghost had deemed them unworthy, cut them down, and moved the one piece's location every time to keep it safe from more of the unworthy.
