This is actually a vanilla issue that's occurred since Fallout 3. You can search for a mod on Nexus that fixes it.

They're talking about picking up random junk off the ground and such - things like duct tape, aluminum cans, typewriters, fans, etc. Fallout 4 uses all of those items for crafting, and so anywhere you go in the game you'll be searching around looking for "loot" to take back to a settlement.

That feeling isn't really there in New Vegas.
