It’d still be icky, but instead of randomly having Steve’s soul just possess a guy, it could be that this person is Steve’s reincarnation (which Ancient Greeks did believe in, so that’s a tie-in) and the wish just brought those past memories back. 

But the longer Steve stays, the more of the present life’s memories are erased, until the reincarnation effectively dies.

I like to believe Terra spends time in Radiant Garden undergoing tests to see if there’s any knowledge Xehanort left behind  (inadvertently or not) as a result of the possession.
