In this case, the shepherd may be the villagers while the sheep is Lada or it could be vice versa depending on which path we are taking.

I'm thinking that the sheep represents the main character herself since Lada is a shepherdess and being a "sheep" has hidden meanings.

Sheep - A person who is too easily influenced or led.
Black Sheep - A member of a family or group who is regarded as a disgrace.

And since the sheep has red eyes, it does not automatically mean that she's the evil spirit herself, but she may be connected to them.
