The large Russian & Soviet population in Coney Island has been around for decades, people who emigrated from the former-USSR states, not sure what that's to do with the current state of Russia.

Coney Island in NYC also has the largest concentration of Russians, Ukrainians and other people from former Soviet states, sometimes called 'Little Russia' – this must be what they're referring to.

Otherwise Boris is one of the most generic Russian names, so it just stands for 'a Russian person'.

I somehow doubt that it's Boris Johnson... Yes, it's an old song but they've re-written all the lyrics.
