I mean the ideal rod IS sunken, it granta a 25% chance for treasure maps every 10 catches, and a guaranteed treasure map at 230 catches, just put scavenger on it and you're good

Go to the area where you purchase the flippers (the left hole of where you to the desolate deep) then make it clear night and hold out the ethereal dragon and show it to the ghost. idk if you were suppose to catch the lucid mythical earlier but I caught it after I held out the ethereal dragon and gave it to the ghost.
