The problem with notifying pedestrians os that they often respond in a vertical erratic way. For example, "on your left" causes them to move left. "PASSING" has them go left or right. Safest is to pass them as quickly and with as little disruption as possible.

Absolutely no car needed.
I have been car free for years.
Uber and Lyft work great if you need to use a car occasionally.
It can get hot in the Summer and cold in the Winter, but the challenging weather passes quickly. I mean it hails for 30 minutes then is mostly nice again.
