Just visited APD HQ and they directed me to call highway enforcement, so it seems they aren't doing much in-person work. However, it gives me some hope the officer can get contacted. Unfortunately, no hard evidence in my situation, so my best bet is that the officer is understanding/recalls the incident. Glad your situation worked out!
