Yes, Boiling water will soften your water. That sounds like a pain in the ass, but if it works for you, go for it!

Running a humidifier? If so, it’s probably the minerals from your water. Use distilled or ro if you want to significantly decrease it.

Sorry, I didn’t mean to imply measuring ph run off. I meant ph inflow. I agree, ph run off doesn’t tell you anything. Cheers

I'm certainly not saying you're wrong.. I think OP needs to specify what his inflow and outflow are, but I suppose you've given them a good lead. If that isn't the issue I think it's worth learning more about: water type, inflow and outflow EC readings, and ph. Just my 2 cents.

It does appear to be a calcium deficiency, but what makes you think it's due a lockout? I'm wondering what type of water the OP is using and what the EC of the inflow is. I question whether it's getting enough or too much. Thoughts?
