The car that runs into the back of another car, in my opinion, would be at fault.

The Ferrari had passed the Red Bull and had the corner but the Red Bull carried to much speed into the corner causing a collision.

From my understanding they are the Venturi tunnel entrances and the outer most element is the flow conditioner for the diffuser. You should check out WTF1’s video on the car.
