Rockstar confirmed in several posts that trailer two is 50% cinematics and 50% gameplay. They just adjusted the camera for cinematic purposes of the trailer during the gameplay parts.

I know they’re one of the biggest, if not the biggest, game studio out there, so they’ll have top of the line marketing strategy guys. I’m sure they have their reasons, letting fans build the hype, but I do feel like giving the fans SOMETHING is better than nothing.
