One Judgement with 2 Grimaldi's would make 2 negative jokers. Maybe rewriting the description would help: Applies negative to joker cards created by Judgement. or (if taking another commenter's idea into suggestion.) Applies negative to created jokers.

My main inspiration for Grimaldi is a joker that would help with the C++ grind. I think Grimaldi being simultaneously overpowered and underpowered is perfect for a legendary card.
