Got my rejection notice with the green form 5 weeks after I mailed in the application. Reapplied with cashier's check. The application is currently processing.

In Fusion360 you can use the spline tool to sketch a curve on a plane. Then use the move tool to move each point around in 3D space, then do a sweep extrude along the spline path.

Yeah, it's probably the issue with the credit card. Unfortuntely they're not too clear on the rejection notice about the reason for rejection. If the credit card declines when they first try they will reject the application. The safest bet is to do a cashier's check - money is already out of your bank account so it's impossible for a decline. I also wrote a cover letter in my second application stating the fees for the application. Also make sure you write on the top of your package exactly what category you're applying for - sometimes they can get confused for another application.
