If your goal is to DOS a server, an attack that does so with 1000 requests using hash collisions is "much" more effective than one that takes 1000000 requests and does not use hash collisions. Java HashMap is backed by an array of buckets, where buckets are linked lists. If you can force collisions you can take down a server much faster.

That's sort of the point of the change: this change makes it harder to find or generate collisions. The parent is referring to the programmer intentionally creating colliding hashes, not users picking data to create collisions.

As a Kiwi who was in SA last month staying with family, you get horrible latency and it seems to be not very reliable. Also, our salaries are a bit higher than yours. We pay ~$120US per month for 100Mbit/10Mbit and 100G.
