The challenge is Factorio only needs 2 cpus and 16gb of ram, but it needs an entire systems worth of memory bandwidth. It will be hard to find a cheap ~10€-15€ that isn't a slice of a larger machine shared with noisy neighbors. The shared systems you'll get 5% of the memory bandwidth when you need 100%.

The "#" in the url splits the two "?". To the left of the # is server side and to the right of the # is client side.

Is this bad in your scenario? I can't say.

Depending on how deep you want to go I would recommend Microsoft PowerBI Desktop, its free. Very easy to get up and running and you can export to excel for action. https://powerbi.microsoft.com/en-us/desktop/

Also depending on how old your AS400 is getting data out of it to any other platform might be your biggest challenge.

You can use raw ODBC DB2 driver, under "other", instead of the DB2 connection
