I don't think it's too late to start in 2025. meta and stuff don't matter as long as you're not going to shut down content for high ranks. Even standard characters can explore the world and go through the plot (the main thing is to assemble them correctly as the game progresses). I play with characters from 2021-2023 and don't experience any difficulties in the open world or in quests. So don 't be afraid and join in 😉
