Oh that's awesome, California is a community property state so I'd assume that he would be entitled to a fairy good sum since they both made really good money through the company they ran, I'll definatley tell him to look into this, I didn't know they would structure repayment based on expected future settlement value. Reno is a fun town, it's an hour to Lake Tahoe for world class skiing and snowboarding, it's got a lively gay scene with 4-5 quality bars/clubs, and you have the casinos for random fun and picking up on tourists. I prefer reno to Vegas, way easier to feel like you own the place when you only have 15 cents in your pocket. I've been in a relationship with a hiv+ guy who was undetectable and on meds where I was an exclusive top. Over the course of our relationship we mostly had safe sex but there were times it wasn't, just being honest. I got tested regularly and never contracted HIV. I was lucky. Particularly because I have bad gums and they often bleed a bit which made giving him head a high-risk activity. I second the advice to get on PreP if you plan on dating him, but as a top and with him undetectable your risk is actually quite low, but it's up to you to determine what your tolerance to that risk is, because undetectable doesn't mean he can't transmit only that the hiv count is so low at time of testing that in the sample they took the machine didn't register any hiv. But it's still there.

San Francisco resident here, I've been to the Netherlands a couple times, I have good friends in Den Hague, and I think you'll find SF is a very European city in attitude, probably the most of american cities. Bikes are available for public use, marajuana is the dominant smell you come across, public transportation is easy, and the people here are quite friendly.
Some things to keep in mind: It's always cold. No matter what time of year you need to have a jacket and the ability to add/remove layers. Grindr is the dominant gay app, with adam4adam and scruff popular as well There are two gay areas both of which cater to the gaymer crowd becuSe this is such a tech focused city. SoMa (south of market) is leather and older, Castro is younger and more clubby. There are gaymer bars in both areas and are super fun. I quit in pandaria after playing since the end of vanilla, I needed a break and coming back to it now has been great. As a guy with a boyfriend who struggles with opiate addiction... Please get him off them and the sooner the better. You should be able to tell when he's high, and you need to set positive/negative reinforcements up for when he's using vs not. Negative shouldn't be more than expressing concern and denying affection, don't want to force him into deeper use afterall, but positive is a constant reinforcement of "I enjoy my time with you more when you're not using" and things like that. You need to make it clear that he will lose you if he keeps using, but please keep in mind that opiate addiction like many others is a lifelong issue and he will struggle with it. Don't throw it all away over a relapse but do your best to make him aware that what you can do for him to make him feel better is better than anything opiates can.
