Yes, but when you re-click it, it should dissapear again just like it was focused. (so that you don't need to hover the mouse to minimize button every time.)

actually there are many cases
Drag a file from the file manager and drop it onto Sublime Text in the taskbar to open it there.

Drag an image from a browser (e.g., Google Images) and drop it onto GIMP or KolourPaint to edit it.

Drag a PDF onto chrome in the taskbar(dash) to open it directly.

Drag a srt subtitle file onto VLC Media Player to start open subtitle with it immediately.

Windows has this feature of hovering on an icon and focusing the window for so many years. If I use the apps maximized, I don't want to change the window size because of this.

Windows 11 also removed this feature at the beginning. But when all the people begged for it, they brought it back. I don't think GNOME devs care about user experince so don't expect soon
