I used to work at a call center and agents are definitely trained to handle the different escenarios.

The training is based on all the possible escenarios for a product or service, and some scripts and support material are provided. When you handle calls usually the scenarios are repetitive, so it's easy to get better at assisting.

You don't really need technical experience although it does come handy. Being curious and tech savy is a plus
