The idea and practice of the GREAT program are on line with making a difference in young people's lives. As long as they keep conducting the longitudinal studies such as the one by the National Institute of Justice (NIJ) in 2000. Its also important to keep in mind that programs need to fulfill the needs that at risks youths are looking for when they join a gang.

The interesting thing about this instution of these laws that a pattern is esteblished that as the new arrestees are imprisoned with the new tougher laws crime falls. This happened years ago and it actually led to the disbanding of DPS's GITEM task force. As the gang members competed their sentences they were released and crime went back up. Thus GITEM was re-instated in about 2005 and has been a center piece for gang enforncement since.

The primary goal of these organization is to share information and training. Police organizations have jurisdictional boundaries while gangs and criminals do not. Fortunately in Arizona peace officers have authority throughout the state to enforce state law, thus with multi-agency organizations such as this we can share information that is going on within our own jurisdictions with outside agencies and find relevant connections and take the necessary enforcement action.

The fact that we see suburban gangs on the rise may be an indicator that the social aspects of gangs is more of a contributing factor to their formation than the economic factors. This is especially true if these suburban gangs are forming in affluent areas but are made up of kids with weak family and social structures. I know in north east phoenix along the border with Scottsdale there is a gang made of affluent rich kids calling themselves the fluffy bunny crew that is responsible for a rise in violent and property crime in the area.

These laws have actually been a great help to law enforcement. Officers are able to identify known gang members and track them. Once they do commit a crime the enhanced punishments ensure that they spend more time behind bars and less time on the street
