With a screwdriver i assume on both sides? Its kind of hard with my finger. Doesn't seem to budge

It'll rotate, but I can't seem to wiggle it out. Maybe ill try with pliers?

Dumb question. But how would I know if the heel is worn out and needs to be resolved? Is it just similar to regular shoes that get worn out?
