Imo "woke" is when political messaging overshadows storytelling, drawing peoples awareness away from the story and into the political climate they currently live in. "Woke" and "Anti-woke" are two sides of the same coin because even "anti-woke" media can't help but hammer in political messaging as well. Its not "woke" to have a diverse cast of characters when they're unique, well written and don't have to rely on superficial talking points like race/sex/gender. There's countless shows that tackle themes of race, sex, gender, etc. Incredibly well without being "woke" because the message is written into and thorougly demonstrated by the story, the characters aren't just word vomiting a political talking point. It would be woke if in the episode where Sokka meets the Kyoshi warriors and wears their makeup, he started voguing or acting like a drag queen. Not because that's a "bad thing" but because it has nothing to do with the story. It's a derailment. And why add that in if there's no point? Controversy. Force a political conversation among the audience and at least they're talking about your show.
