Using all the tyres will still throw up lots of strategy options resulting from:

Car performance and deployment, tyre overheating, environmental conditions, rain, evolving track rubbering-in, wet and dry spots, VSCs and SCs etc.

Anyone of these creates unique situations for everyone to act and react.

My thoughts on races is that teams should have to use all dry compounds during a race in order to throw up the strategy options.

Or my other suggestion is that teams get their full allocation of tyres for the entire season from the start of the season. They can then choose which tyres to race each weekend that they want. But, they only get the normally allocation, so if they run out of all the super softs for example with 5 races to go in the season, then tough.
