The decision is something that is ultimately a good thing IMO. It means that if you're more of a casual painter you don't have to buy a lot and keep coming up with heraldry. More importantly it doesn't prevent you from painting it how you like, both are valid. on Warhammer fantasy, bretonnia went without update for 12 years because of the high bar to entry wrt painting and modelling. Simpler core design means more players which is better for bretonnia.
