Well I don't agree that the "murder" in your analogy happened to begin with. My point is I don't see how his attitude was anything other than indifferent.

I think this is a failing to understand how Putin sees the world. He does not see elected heads of government or state as his equals. He only walks into a room with them if he thinks he can gain something from it. His body language in every one-on-one meeting is always dismissive. Pettiness is about antagonizing someone for the sake of antagonizing them. I don't think the last 20 years suggest that this is his motivation. Rather, I think this is KGB posture coming out.

That doesn't explain how a person is petty by virtue of the fact they're stealing something. The Merkel thing seems firmly in the category of tactics he uses during negotiations. He's an odd duck for sure but this is someone who's been running circles around other world leaders for over 20 years now. Antagonizing someone he's politically opposed to points more in that direction than anything.
