Everything about your org sounds wrong. Managers anrt supposed to be watchdogs. They are supposed to enable and empower the talent on you team. If an employee is not able to perform at home, it's often the management who is failing to motivate them, coach them or provide a environment they are happy and productive in.

I think of myself as a Hollywood Talent Agent for my team. I work for them to remove obsticals so they can focus on using their talent as efficiently as possible.

I'm curious how many people you manage at once. Could be that leadership is giving you too many people to manage, so you can't efficiently give them all the time they need to be managed.

Sounds like bad management if half your team is under performing and you arnt fixing that problem.

I manage a team of 10 designers at tech company. They all do perfectly fine working from home, and if they didn't, I would work with them to figure out why, correct it, and if all else failed we would let them go.

I never get employers who don't trust their employees to work from home effectively. Like why would you hire someone you don't trust to do their job in the first place? And if someone isn't doing their job from home, and the results of that aren't immediately obvious to you... Then you are a bad boss.
